District Authority                                                                        

The governance of the district shall be vested in the board.

Home Rule

The board shall have authority to conduct district business without specific statutory delegation. The board may transact all school district business and adopt policies the board deems appropriate to perform its constitutional duty to maintain, develop and operate local public schools.

ABE    District Goals and Objectives (See BK)                                         

The board shall annually establish and review long-range goals and objectives to guide district operations. All district personnel shall direct their efforts toward achieving district goals and objectives. The superintendent shall give the board periodic reports on progress made towards achieving district goals.

The board shall participate in long-range planning through an annual meeting with the superintendent and designated staff to review progress on the implementation of board priorities, initiatives, and long-range plans. The board also shall consider and act upon objectives and major activities proposed by the superintendent to achieve district goals.

The superintendent shall develop necessary procedures to implement this policy.

AC   School District Grade Levels                                                           

The district will be organized on a K-6, 7-8, 9-12 plan.

AD   District Attendance Areas                                                                

The Board shall review school attendance areas {annually/as needed} and make changes as warranted.

The superintendent shall, annually, or as needed, prepare a written report for the board concerning changes recommended for school attendance areas for the next school year and the reasons for the recommendations. The board shall consider the recommendations following receipt of the report. The recommended changes shall be made available to district patrons. The Board may schedule a public hearing to seek input on the proposed changes.

ADA   School Census                                                                              

The board may direct the superintendent to conduct a census of the following:

  • The number of potential students living in the district under the age of 5 years;
  • The number of potential students and patrons residing in the district between the ages of 5 and 21;
  • The number between the ages of 17 and 21.

          The census shall also obtain information related to the planning of transportation services and other information the superintendent considers necessary.

AE    School Year                                                                                    

The board shall provide a school year consisting of not less than:

(1) The minimum number of statutorily required school days for students K-12, consisting of not less than 2 1/2 hours for kindergarten students and 6 hours for students in grades 1-12; or

(2) The minimum number of statutorily required school hours for students in grades K-12.

Virtual Schools

If the board sponsors a virtual school, it shall comply with all current regulations of the Kansas State Department of Education, the school district and applicable state laws.

AEA    School Calendar (See IKD)                                                           

The board shall establish a calendar for each school year. Each year, the superintendent shall present a recommended school calendar for the next school year. District customs, community interest, legal holidays, staff recommendations and other relevant matters shall be considered. A copy of the current calendar shall be on file in the clerk’s office.

AEB    Extended School Year (See JBD, JBE, JCDA and JDD)                      

Extended School Year

The board may extend the regular academic year. The superintendent shall be responsible for preparing a plan and presenting it to the board. The board may extend the regularly scheduled academic year because of the following types of circumstances which are stated by way of illustration and not by way of limitation: adverse weather conditions, building maintenance problems, personnel problems, public health reasons, or budgetary problems.

Extended Learning Opportunities for Students

The board may require extended learning opportunities for students not meeting minimum academic requirements as defined by the board. Students may be assigned to extended academic sessions including, but not limited to:

  • before- or after-school;
  • Saturday school; or
  • summer sessions.

Regulations necessary to govern extended academic sessions shall be recommended by the superintendent for board approval. Truancy laws, suspension and expulsion policies and law, and all appropriate portions of the student behavior code shall apply during extended academic sessions.

AF      School Day                                                                                      

The board shall establish the time of beginning and ending the school day and other time schedules.

AFC Emergency Closings (Cf. JGFC & JGFC-R)                                        

The Board, by regulations, shall prescribe the emergency situations for which the schools may be closed temporarily.

 

AFC-R Emergency Closings (Cf. JGFA & JGFC-R)                                 

The Board hereby delegates to the superintendent of schools the authority to close any school temporarily whenever any condition exists which, in the opinion of the superintendent, warrants the closing of one or more or all schools. In the event of unavailability, the Board delegates such authority to the first available administrator in the following chain of command: assistant superintendent of schools, director of secondary education, school building principal or his designee. Closing of school by such an administrator shall be effective until he reopens the school or until the superintendent of schools or the Board of Education reviews and takes action on the situation. In any case of extreme emergency, the principal or his designee may close such school. All school closings shall be immediately reported to the superintendent of schools and the president of the Board. Tornado Warnings and Watches School activities will not be held if a tornado warning is in effect for the school district. In the event an activity is in progress at the time a tornado warning is given, that activity will be discontinued or interrupted during the time the warning is in effect for that geographical territory in which the activity is being held. In case of a tornado watch, the administrator in charge of the activity will confer with the central office administration for assistance in determining whether or not the activity should be held.

 

AG      Closing School Buildings (See AD)                                               

Upon request of the board, the superintendent shall present to the board plans for efficient use of all school attendance centers. The board reserves the right to close school buildings as provided for in current law.

NORTH BOUNDARY:  From intersection of Leedy Road extended and NW Highway 24 thence east on Highway 24 to Highway 75 thence north to NW 35th thence east to Button Road, thence south to where it intersects Soldier Creek channel, thence running easterly along Soldier Creek to Kansas Avenue, thence north to 31st Street, thence east along 31st Street Extended to its intersection with the Santa Fe tracts.

EAST BOUNDARY:  From the intersection of 31st Street extended and the Santa Fe tracks, south along said tracks to the intersection of the tracks, and Soldier Creek, thence easterly along Soldier Creek to the intersection of Highway 24, thence east to the east boundary of Kaw Reserve #6, thence straight south to the Kansas River.

NORTH BOUNDARY:  From intersection of NW 94th Street and a point half way between Landon Road and Leedy Road east to intersection of NW 94th Street and Topeka Avenue.

EAST BOUNDARY:  From the intersection of NW 94th Street and Topeka Avenue thence south on Topeka Avenue to 70th Street extended thence west to Nickell Road thence south on Nickell Road extended to NW 46th Street.  (Both sides of Topeka Avenue attend Pleasant Hill.)

SOUTH BOUNDARY:  From the intersection of NW 46th Street and Nickell Road extended, thence west on NW 46th Street to the intersection of NW 46th Street and U.S. Highway 75.

WEST BOUNDARY:  From intersection of NW 46th Street U.S. Highway 75 north to NW 62nd Street, thence west approximately 2 1/2 miles (1/2 mile west of Leedy Road), thence straight north to NW 74th Streety extended, thence west to Landon Road (The boundary excludes the one house at the corner.), thence west on NW 74th Street to a point half way between Landon Road and Huxman Road, thence north 1/2 mile to NW 78th Street extended, thence east on NW 78th Street to a point half way between Leedy Road and Landon Road, thence north in a straight line to NW 94th Street extended.

SOUTH BOUNDARY:  From intersection of Shawnee/Jefferson County line and Kansas River westerly along Kansas River to intersection of Kansas River and the east boundary of Kaw Reserve #5, thence north to the intersection of said Reserve to Highway 24, thence west to Soldier Creek, thence northwesterly along said creek to the intersection of the Santa Fe tracks and NE 31st Street extended and Santa Fe tracks west along NE 31st Street extended to the intersection of Kimbal Road extended and NE 31st Street extended.

WEST BOUNDARY:  From the intersection of Kimbal Road extended and NE 31st Street extended, thence north 1/2 mile, thence west 1/4 mile, thence north 1/2 mile to NE 39th Street extended, thence west 1/4 mile to North Kansas Avenue, thence north to NE 43rd Street, thence west to North Topeka Avenue, thence north to NW 48th Street Terrace.

 

PLEASANT HILL ATTENDANCE CENTER

NORTH BOUNDARY:  From intersection of Topeka Avenue and NW 94th Street east on NW 94th Street to a point half way between Indian Creek Road and Meriden Road extended, thence south 1 mile to NE 86th Street extended, thence east 1/2 mile to Meriden Road extended, thence south 1/4 mile to a point half way between NE 86th Street and NE 82nd Street, thence east 1/2 mile to Silver Road, thence north 3/4 mile on Silver Road extended, thence east 1/4 mile, thence south 1/2 mile to NE 86th Street extended, thence east 3/4 mile to a point half way between Shaffer Road extended and West Road.

EAST BOUNDARY:  From intersection of NE 86th Street extended and a point half way between Shaffer Road extended and West Road south 1/4 mile, thence west to Shaffer Road extended (which is the east line of Section 10-10-16), thence south 1 1/4 miles to NE 74th Street, thence west 90 rods (about 1/4 mile), thence south 1/2 mile to NE 70th Street, thence east to Shaffer Road extended south 1 mile thence south 1 mile to NE 62nd St..

ROCHESTER ATTENDANCE CENTER

NORTH BOUNDARY:  From the intersection of NW 46th Street and NW Button Road, thence east on NW 46th Street to North Topeka Avenue.

EAST BOUNDARY:  From the intersection of NW 46th Street and North Topeka Avenue, thence south on North Topeka Avenue to NW 43rd Street, thence east to North Kansas Avenue, thence south to NE 39th Street, thence east 1/2 mile, thence south 1/2 mile, thence east 1/4 mile, thence south to NW 31st Street extended, thence west to North Kansas Avenue, thence south to Soldier Creek.

EAST BOUNDARY:  From the intersection of US Highway 75 and NW 62nd Street, thence south to NW 46th Street, thence east to NW Button Road, thence south along Button Road to NW 35th Street, thence west along NW 35th Street to US Highway 75, thence south to US Highway 24.

SOUTH BOUNDARY:  From intersection of Highway 75 and Highway 24, west along Highway 24 to the intersection of Leedy Road extended and Highway 24, thence northwesterly on a diagonal to the intersection of NW 25th Street and County side road.
