THE BUDGET PROCESS
ROLE OF THE SCHOOL BOARD
The role of the Board, as a whole, is to set budget program priorities. This may include a list of programs to consider to add, cut, and prioritized programs to be kept or improved.
ROLE OF THE SCHOOL DISTRICT
Once the Board has set the priorities for the District, the Superintendent and District Business Director use those priorities to develop the detailed budget. This work is done with the administrators and staff of the District. The District may also take input from Board members and the community.
ROLE OF THE BUDGET COMMITTEE
The Budget Committee is tasked with reviewing the budget to determine whether the spending outlined is reasonable to support the programs outlined in the District's Strategic Plan.
BUDGET DEVELOPMENT PROCESS
- Prepare budget worksheets, including updating all funds in the state budgeting software.
- Develop a budget with total anticipated expenditures for the academic year.
- Review budget with the School Finance Department at the Kansas State Department of Education.
- Present first review of the budget to Budget Committee.
- School Board approves budget for publication.
- Publish the budget in the local newspaper.
- School Board adopts the budget for the academic year.
- Budget Committee will meet quarterly to review District financial status (expenditures, cash balances, fund summary, etc.)
- August - review proposed budget and expenditures for the academic year.
- December - identify budget trends.
- March - update on spending and fund balances.
- May - review end of the year projections.
